According to the roadmap, Caocao plans to build five global operation centers over the next decade, expand Robotaxi services to 100 cities worldwide.
On December 3, Caocao Mobility, a ride-hailing unit under Geely Holding, unveiled an upgraded Robotaxi strategy at an event in Hangzhou.
At the launch, CEO Gong Xin outlined for the first time Caocao’s three-phase roadmap for its Robotaxi program. The initial phase focuses on early-stage technology validation and small-scale pilot operations.

The ongoing second phase centers on transitioning Robotaxis from “safety operators in the driver seat” toward fully driverless operation, exploring a hybrid deployment model combining human-supervised and unmanned fleets.
The third phase envisions full commercial rollout using purpose-built autonomous vehicles.
During the Robotaxi 2.0 stage, Caocao will introduce the RAS remote safety service platform and a digital asset management system, integrating its operational strengths with intelligent cockpit and autonomous-driving technologies to close the loop for end-to-end driverless operations.
The company also announced its “10-Year • 100-City • RMB 100 Billion” plan. Over the next decade, Caocao aims to establish five global operations hubs, expand Robotaxi services to 100 cities, and achieve cumulative GTV of RMB 100 billion ($14 billion).
Supporting this commercial rollout, Caocao revealed its first “Green Intelligent Mobility Island,” a multifunctional facility that integrates automated battery swapping, cleaning, cabin preparation, dispatching and settlement—covering nearly all energy-supply, maintenance and management needs for 24/7 Robotaxi operations.

The island also reserves space and charging interfaces for eVTOL takeoff and landing, and plans to leverage Geely’s low-Earth-orbit satellite network for communications and high-precision positioning, laying groundwork for integrated air-ground mobility.
Technologically, Caocao positions “intelligent purpose-built vehicles, autonomous-driving technology and intelligent operations” as its three core pillars.
Backed by Geely’s vehicle manufacturing and supply-chain capabilities, along with Caocao’s operational data and service experience, the system aims to create a full-stack closed loop—from vehicle development to deployment and fleet operations—improving control and efficiency for large-scale driverless fleets.

In terms of industry partnerships, Caocao signed a strategic cooperation agreement with Geely-Afari Technology joint venture Qianli Zhijia at the event.
The two companies will deepen collaboration in the Robotaxi field and accelerate the scaled application and commercialization of autonomous-driving technology.
Caocao Mobility’s Hong Kong–listed shares climbed more than 8% following the announcement. As of press time, the stock was up 8.3% at HK$49.7 ($6.4), giving the company a market capitalization of HK$27.069 billion ($3.5 billion).
