China’s passenger-vehicle market showed no sign of the typical year-end surge in early December, with overall demand remaining weak.
According to the latest data from the China Passenger Car Association (CPCA), retail sales of passenger vehicles reached 297,000 units from December 1–7, down 32% year-on-year (YoY) and 8% month-on-month (MoM). Year-to-date retail volume stood at 21.781 million units, up 5%.

Wholesale activity also came under pressure. Automakers shipped 298,000 vehicles in the first week of December, a drop of 40% YoY and 18% MoM. Cumulative wholesale volume for the year reached 27.063 million units, up 10%.
Wholesale volumes lagged retail more noticeably, reflecting manufacturers’ efforts to control shipment pace, while dealers became increasingly cautious amid rising inventory pressure.
New-energy vehicles (NEVs) remained the market’s core growth driver, though short-term momentum softened. NEV retail reached 185,000 units in the first week of December, falling 17% YoY and 10% MoM, with penetration rising to 62.2%.
NEV wholesale reached 191,000 units, down 22% YoY and 20% MoM, with a wholesale penetration rate of 64.3%.
Despite the near-term slowdown, cumulative NEV retail totaled 11.657 million units so far this year, up 19%.

Cumulative wholesale NEV volume reached 13.947 million units, up 27%, underscoring the segment’s structural strength.
The CPCA noted that this year’s weak start to December is directly related to the high comparison base from a year ago.
In December last year, aggressive promotions and policy support lifted market sentiment, whereas demand conditions this year are markedly different. Policy rollbacks weighed on November retail, and the early December recovery missed market expectations.
Wholesale trends further highlight manufacturers’ caution. Daily wholesale averaged 43,000 units in the first week, down 40% year-on-year.
Inventory buildup over the past two months has made dealers more conservative about taking in new vehicles, prompting automakers to slow shipment cadence to avoid further stock accumulation.
Overall, the market has entered a low-level consolidation phase for December. As year-end promotions gradually unfold, the trajectory ahead will depend on the extent of retail recovery and how manufacturers manage inventory levels.
